Establishment of OBC Cell

The University vide Registrar’s Order Endst. No. Admn./G-1/ 2023/5313-50 dated 23.06.2023 has constituted an OBC Cell to uphold the rights and welfare of students, faculty and staff belonging to the Other Backward Classes (OBCs). Its functioning aligns with the criteria of inclusivity, equity and support system for OBC Community across academic and administrative domain groups.

Objectives of OBC Cell

  1. To create awareness regarding reservation policies among students, faculty and staff belonging to Other Backward Classes (OBCs)/Backward Classes (BCs) community in admissions, recruitment and other University related matters.
  2. To disseminate information about various social welfare schemes, scholarships/incentives provided by Central/State Govt. from time to time for OBC/BC community.
  3. To provide assistance to OBC/BC community regarding academic, financial and administrative issues.
  4. To conduct awareness programs on social justice and inclusive development.

  • Guidelines on Other Backward Class (OBC) and Backward Class (BC) Community Classification

The Central and State Govt. issues guidelines from time to time for determining eligibility under the OBC and Backward Class categories and exclusion of persons within the backward classes as creamy layer:

  • Creamy/Non-Creamy Layer status based on parental income and occupation.
  • Annual income limit of Parents of the applicant (excluding income from Salary and Agriculture income) is to be considered which is currently set at ₹8 lakh for determining Non-Creamy Layer.
  • Certain professional and senior government service categories excluded.

Backward Classes- Haryana:

The bifurcation of Backward Classes in Haryana was done through the Government Gazette Notification issued by the Haryana Scheduled Castes and Backward Classes Welfare Department (SCBC Haryana) vide Haryana Backward Classes (Reservation in Services and Admission in Educational Institutions) Act, 2016 (Haryana Act No.15 of 2016) followed by amendments from time to time.

Procedure to apply for OBC/BC Community certificate through Online mode:

                A caste certificate is required for availing the benefits of schemes/policies of Central/State Govt. for OBCs/BCs. The notification includes procedures for obtaining this certificate from the authorities concerned. The applicant belonging to Haryana State can apply for caste certificates online using the following portal :

To submit application for issuance of OBC certificate through Saral Haryana Portal, the applicant needs to upload the following document(s) (duly filled-in/signed) :-

  • Office Memorandum No. 36012/22/93- Estt.(SCT) dated 08.09.1993 (copy enclosed).
  • Office Memorandum No. No. 36033/1/2013-Estt. (Res.) dated 13.09.2017 (copy enclosed).
